@Pinetop I worked for an MSO... we had OC3 connections that, after installation, AT&T came in to put on what they called "clamps" which were basically sniffers for all traffic. My mentor was ex-DOD and told me not to ask any questions. This is standard operating procedure from 1999 at least.
