This is also known as the JCPOA

So U1 was the backdoor to get fissile material (uranium) into Syria, where the Deep State would be able to blame it on Russia. Under Clinton, they put on this whole "Russian Reset" facade. This was to get Russia to trust us enough to take this Uranium deal via U1. Once they bit, the Deep State knew that they could ship Uranium of the same batch, into Syria and blame it on Russia. So basically the U1 deal was bait for the Deep State to start a war with Russia later on. At least that's my take.
