They reference a speech from earlier this year in which Trump had said "I will give you a million dollars, paid for by Trump, to your favorite charity, if you take the test and it shows you’re an Indian." The Hill selectively quoted this, completely leaving out the context in which it was spoken. Trump had been saying this in the context of "Let's say I'm debating Pocahantas." He was clearly talking about this in the hypothetical, saying that he would make this offer to her in the future. The Hill and a slew of other media outlets are ignoring this important context and simply including the quote that supports their claims that he now owes a million dollars. He doesn't owe a cent.
