What do you mean? It has perfect social conditions. If somebody gets ran over and dies, nobody reports it.
The body just sits there until the cleaners come.
If the person gets ran over and lives, they can immediately claim insurance and they'll automatically win in court.
Especially if the driver takes responsibility, it doesn't matter the circumstances in which they run someone over. It's just a crime in general.
