Cities need to focus less on "Education" and more on teaching.

eh, i hate living in a city, the only nice thing is the proximity to some stores. However i really need room to develop and that I have in the rural areas

You can blame fast food for that
usually you have a "center" where people have suburban conditions with simply more land. Artisans and other stores etc. there. Then you ead out some 15 min or less and you have the rural area.
When he said urbanization do they mean more cities or higher populations of them or both
The Mayor of Ottawa is actively trying to force people out of the rural city areas to get them to come into the city and sell off the land.
Get rid of cities
Replace them with suburbs where the white man is at it's peak
And half of the budget is Federal and Provincial grants

Quit Mayor a year early, gave himself the key to the city, then became the municipal affairs Minister
Quit that job early and ran for mayor again after changing the laws.
What laws did he change
He changed how one become nominated, and the rules involving fundraising and accounting for municipal campaigns.
All of his Law changes were in his own self-interest wow
Not bad stuff, but he changed the laws then ran for Mayor after stepping down a year early.
How did this guy get to where he is
So he had an obvious advantage.
He was the mayor, but was going to be defeated in the election of 2000, so he stepped down before that to run for the provincial government.
