Generally i see compromised solution. Since as someone above stated that the state cannot reasonably control and maintain and manage small local communities spread out over thousaof square kilometers. Rather we need small local rings.

I have the idea of a concentric republic. The ruling class has to be accountable and held accountabel by even the lowest class. once upon a time this meant that if things were going poorly assasinations and or rebellions would start. However that breeds instability.

If we were to have local senates that decide locla matters and elect from each other another senator that goes up to represent the locals in a regional senate, these then elect another to represent the region in the national senate. This has a ctach, that catch is that these representatives always answer to people beneath them, meaning that it is ultimately the people that control the senate and that the job is never one that is secure and greatly incetivises actually representing the interests of the people. This of course will induce some natural selection. The cream will always rise ot the top, and corrupting the entire system becomes impossible and also incentivises political activity by the men regardless of their class.
