McCain responded, "I think it's obvious that we would have to leave because – if it was an elected government of Iraq...."[156]
Following the invasion he criticized the Bush Administration's conduct of the occupation, and he later pushed for "significant policy changes" in the Iraq War.[157] He criticized The Pentagon on a number of occasions, most notably in December 2004, concerning low troop strength in Iraq,[158] and has called for a diversification of Iraqi national forces to better represent the multiple ethnic groups contained within the country.
In January 2005, McCain said that "one of our big problems has been the fact that many Iraqis resent American military presence. ... as soon as we can reduce our visibility as much as possible, the better I think it is going to be."[159]
In November 2005 McCain said in a speech that the U.S. government must do more to keep public support high for the war, and that more troops were needed, as well as a number of other changes in the U.S. approach to the war. He concluded his speech by saying that "America, Iraq and the world are better off with Saddam Hussein in prison rather than in power…and we must honor their sacrifice by seeing this mission through to victory."[160]
