Your understanding of free trade seems to be pretty limited.
Government contracts just grow the government
The concept of free markets is linked to productivism, which is higher when free trade allows cheap consumer necessities and higher domestic reinvestment.

Protectionism is subsidizing uncompetitive industries on the global scale at expense to the consumer, which means consumers have less to reinvest in the economy as a whole.
There's a reason why no economist today worth his weight in salt likes protectionism.
Unless it's strategic it is always a bad idea long term.

Protectionism does not mean the short term leveraging of competitive tariffs in order to get beneficial trade deals. Trump isn't a protectionist.

You're asking for something impossible and paradoxical. If you used protectionism to bolster industry and make your country self-sufficient as soon as you got rid of those tariffs the industry would immediately flee the country.

It's not a matter of industries being weaker, it's a matter of them being uncompetitive due to worker conditions and/or raw resource access.

There are some policies which are economically disadvantageous but are needed strategically or on principal though.
