They are not. Fascism is the belief that collective is as important as individual while Communism is a belief that Proletariat's individualism suffers due to creation of collective classes
In practice, both reallocate resources and implement policy for common benefit.
While Fascism isn't inherently defined by having central authority, it can, and that's the only potential differentiation.
That is the only similarity. And in that there is a distinction too. Fascism allocates resources to benefit everybody. Communism allocates resources to benefit Proletariat.
