my idea is sort of like this:
you have small bodies of government in local communities like counties in the US i think, you vote for a guy to be in charge there
then every county governor has 1 vote for the parliament
the parliament elects a government and it has to govern together with the king

It is a HUGE responsibility and the notion that the average person is going to exercise extreme iron will and goodly motivations is a fool's game of chance. If all the burden lies in the individual and the entire system relies on a coalesced majority of the most righteous and responsible, whatever the ideology is, it is doomed to fall. First, where are individuals educated and produced if the burden of discovery and reformation among other things is left up to each person. Where it is taught, reinforced, perfected if it is just like scattered leaves in the wind? This is what you do when you leave a system in control of whoever is willing to step up.
