if we are to exclude religious beliefs
then there really is no set of morality that applies to the world
no possible way to truly gauge what is right or wrong
so only a collective group of people can really determine that for themselves

We definitely should not let partisanship and stuff get in the way of setting up a good constitution
Should accept first two ammendments to the US Constitution
Maybe congress handles domestic or foreign affairs while senate handles the other?
