Democrats have muh zero bipartisanship with the trump administration and have already expressed their discontent with the prop. And Republicans think it is simply to risky.
The reason for the former is hilarious, the lefts rich and poor would be separated by state boundaries so their tax redistribution would fail.

Yes--the only state that does not require congressional authorization to split is Texas, according to the treaty with them.
They can split themselves apart to multiply their Senators since they're a country which once held a tremendous amount of territory.

There's exceptions to Russia's prohibition of dual citizenship but if you outright expatriate to Israel and keep land in the US, you can be in Congress.
