I think if your hypothesis is true, it must be Miller doing the whispering

For God's sake, he's the commander-in-chief

he can do whatever he wants on the border

It's still true that Congress is needed for more permanent change, but the caravan is absolutely within our jurisdiction

And at the very least he's letting go of any DACA deal after this.

This is my fear,

I know that New Jersey kid is going to rip me for this, but whatever,

and blame Congress for doing nothing

to shift the blame away from him
