It was bordering on Likely Democrat anyway, so a rating change will happen.
They say it like its a bad thing. Democrats openly brag that America is becoming majority brown, but if Republicans propose a bill that even implicitly slows down the pace of change, they get accused with the grave sin of wanting to "make America white again."
