Back. Gravity is a weak force, but it gets stronger when there is more mass. The Earth has lots of mass, therefore a strong gravitational field.
The vacuum of space is NOT a force, it does not suck. The Earth's gravity is the only dominant force acting on the atmosphere of Earth, keeping it onto Earth. There is no other dominant force that would stop this from happening.
Law of inertia: "An object at rest stays at rest and an object in motion stays in motion with the same speed and in the same direction unless acted upon by an unbalanced force."
