the police have a great racket. It's politically unfavorable to try to fund them less than before ("The mayor doesn't care about your SAFETY! Is he SOFT ON CRIME???") and on top of it there is no equivalent of malpractice for police that I am aware of

off topic: I am looking for a certain kind of chinese stringed instrument, it's like two sets of strings arranged horizontally on a flat board, and you play it almost like a piano but by hitting the strings with two modified drumsticks. Does anyone know what it's called? i can't find it
