They say that if you oscillate a huge weight back and forth, its inertia will keep it fixed to the stars and the Earth will rotate beneath it.
The atmosphere is dragged by Earth's gravity, somehow. And the pendulum is pulled down, but not sideways, and it just stays in the same position, with Earth rotating beneath it.
The difference in their view between this and a helicopter is that the pendulum is on a string swinging back and forth, conserving energy, which has Earth rotate beneath it.
So, theoretically, if the helicopter was on a line oscillating back and forth, the Earth would rotate beneath it. It would need to be tuned right to keep it oscillating, which is why they use motors and Electromagnets on pendulums.

The pendulums in museums are programmed to their location precisely, proving nothing.
