No person or man-made thing ever goes to "outer space". There are no satellites in outer-space. Psuedollites: equipment / instrumentation attached to high-altitude balloons, ground-based towers / dishes, undersea cables and other airborne platforms (aircraft) handle all communications and things said to be done by "satellites in outer space".
