That being said I do think the government is way too heavy handed with internet security legislation

It's gotten fairly bad in my country, which the article Sheeple linked demonstrates. A lot of turning over metadata and ISP logging
They recently just straight up banned 8chan/4chan after the NZ thing

Yes I can see how the 17th ammendment can suprecede the 8th ammendment in particular
It gave the federal government more power over the states by having senators voted directly by citizens instead of states
