I think the other half of hte story is that the game will be re-compiled with all the DLCs included later on, but add two separate, optional DLCs that go to Vape Nation? (so they give the sale of DLCs to those that don't have it to try to make up for their action; just paraphrasing from a friend who knew more about this)
