The number of U.S. police departments outfitting their officers with body cameras increases each year, but the cameras can pose a threat to civil rights if the departments fail to set rules that govern when officers review footage from their cameras, according to a new report.
The vast majority of the nation’s biggest police departments allow officers to watch footage from body cameras whenever they want, including before they write their incident reports or make statements, said the report, which was released Tuesday by the Leadership Conference on Civil and Human Rights.
“Unrestricted footage review places civil rights at risk and undermines the goals of transparency and accountability,” said Vanita Gupta, former head of the Department of Justice’s Civil Rights Division and current head of the Leadership Conference, in the report’s introduction.
Because an officer’s memory of an event may be altered by watching body camera footage, doing so will likely alter what officers write in their reports. That, in turn, can make it more difficult for investigators or courts to assess whether the officer’s actions were reasonable based on what he or she perceived at the time of the incident, states the report, “The Illusion of Accuracy: How Body-Worn Camera Footage Can Distort Evidence.”

In a 128-page ruling, U.S. District Judge Michael Baylson said Department of Justice (DOJ) law enforcement grants can't be withheld from Philadelphia because it refuses full cooperation with federal authorities on immigration, the news outlet reported.
In his ruling, Baylson said Philadelphia proved that withholding the grant money would cause irreparable damage, as part of it is used by first responders who provide life-saving naloxone to victims of opioid overdose, according to Inquirer reporter Jeremy Roebuck.
The money in question was $1.5 million of a $4.4 billion city budget, according to the Inquirer.

Russia’s Parliament has passed legislation that could require foreign news outlets to submit to financial scrutiny and refer to their news products as the work of “foreign agents,” the Moscow Times reports, in apparent retaliation for U.S. censure of the Kremlin’s state-controlled broadcaster RT.
The Justice Department last week ordered RT to comply with the Foreign Agents Registration Act of 1938, a law originally meant to target Nazi propaganda. The move requires RT to disclose sources of funding and attempts to lobby politicians. The American arm of the Russian channel is viewed by U.S. intelligence authorities as the Kremlin’s propaganda machine.
Moscow’s proposed amendments, unanimously approved Wednesday, are not quite tit-for-tat. Because they would likely apply to all foreign media across the board rather than just to state organs, rights groups fear they could be used to muzzle all dissenting voices. The Russian Senate and President Vladimir Putin still have to sign off on the changes before they become law. Something quite out of the ordinary occurred in the skies over Oregon on October 25th, 2017. A mystery aircraft was flying in daylight hours among the steady stream of airliners that traverse from south to north, between locales in California and Nevada and cities like Portland and Seattle and beyond. The incident began, at least as best we can tell, around 4:30pm near the California-Oregon border and resulted in multiple pilot eyewitnesses, recorded air traffic control audio, and eventual confirmations from both the FAA and North American Aerospace Command (NORAD) that it did indeed occur.
The first inklings of the story came to me shortly after the incident occurred from friends of mine in the aviation world. Sparse on details at the time, it sounded like it was probably just another one of the often misconstrued incidents that happen in the skies around the US everyday—ones where aircraft with inoperable radios or transponders stray into areas they shouldn't. And sometimes these occurrences result in local fighter jets paying the wayward aircraft a visit at the direction of NORAD. But days after initially blowing off the incident, it later began to seem that there was indeed more to the story than just than another "NORDO" private aircraft or lackadaisical pilot.

Agent Martinez's partner radioed that he and his partner were injured and needed help. Agents reportedly responded and provided medical care and took the two agents to the hospital.
Border Patrol spokesmen said they could not provide any details Sunday on what caused the agent's injuries or what led to them. Spokesman Carlos Diaz says the FBI has taken over the investigation.

Chinese authorities have since freed the players, but now, LiAngelo’s father, LaVar Ball, has dismissed the president’s efforts.
The senior Ball spoke to ESPN’s Arash Markazi on Trump’s intercession, and instead of thanking the president, Ball attacked him.
“Who?” Ball said when Markazi raised the topic. “What was he over there for? Don’t tell me nothing. Everybody wants to make it seem like he helped me out,” he added.
Ball also insisted that the crime his son was accused of was no big deal. “As long as my boy’s back here, I’m fine,” Ball said.
“Everybody gets stuck on the negativity of some things, and they get stuck on them too long,” he concluded. “That’s not me. I handle what’s going on, and then we go from there.”
The fallout for the players did not end with their release from Chinese custody. All three players were suspended indefinitely from the UCLA team upon returning home.

Sunday on CNN’s “State of the Union,” Sen. Susan Collins (R-ME) said she hoped voters in Alabama “choose not to elect” former Alabama Supreme Court Chief Justice Roy Moore for U.S. Senate.
Collins said, “I came out against Roy Moore very early. In fact, before these terrible allegations were levied against him because I was concerned about his performance as a member of the Alabama Supreme Court. He had been removed twice for failing to follow lawful orders and also because of his comments on Muslims and LGBT individuals.”
She continued, “So these allegations are extremely disturbing, but under the Constitution, the test on whether or not you seat someone is whether they satisfied the age and residency requirements, so we would have to seat him, but I hope we don’t get there. I think we’re getting ahead of ourselves and I hope that the voters of Alabama choose not to elect him.”

Twitter is cracking down on hate speech and not just by looking at its own site.
In what amounts to a major shift in Twitter policy, the company announced on Friday that it will be monitoring user's behavior "on and off the platform" and will suspend a user's account if they affiliate with violent organizations, according to an update to Twitter's Help Center on Friday.
"You also may not affiliate with organizations that — whether by their own statements or activity both on and off the platform — use or promote violence against civilians to further their causes," the update reads.
Twitter isn't taking action immediately. Rather, it's given users until December 18, 2017 when it will then begin enforcing the rule.
The Dec. 18 deadline also applies to using "hateful images or symbols" in profile images or profile headers. Twitter will also monitor for hate speech in usernames, display names, and profile bios.
This new rule closes a loophole that Twitter's critics had long pointed out: That known white supremacists and others affiliated with hate groups could still use the platform to send a sanitized version of their message and use their followers to bolster their overall profile.
It's unclear how exactly Twitter will prioritize taking action and how much will come from user reports versus its own monitoring.
"The updates to the rules today will be enforced starting December 18. We'll also have more details on these policies to share that day," a Twitter spokesperson wrote in an emailed statement.
