Military costs money, they need supplies, they need weapons, maintenance on vehicles such as cars and drones which adds up greater than the wall, we get the wall built and we don’t have to pay for anything else, as for maintenance on the wall, if it is concrete well I don’t see any maintenance for it, a iron wall people can use saw and drills to get pass through so that will need maintenance so a concrete wall will work
