So there’s a department, called the office of the intelligence inspector general
That has maximum clearance, so that without declassifying anything, they can review stuff that spies might have concerns about
This is really important, because foreign spy agencies try to turn US spies all the time
So spies pass along things, and then the IG decides what to do with them
