But you shouldn't enforce religion via the state.

The Ottoman Empire was pretty in tune with European Empries including even decriminalizing Christianity,
But then it got split up,
The British-French united the Middle Eastern tribes
who only had tribal identity
And Britian and France kinda launched stuff into a lot of conflict again.
