If you look at history, very clearly religion influence foundations of government. Even today our us government was founded by Christians. Ever seen the “In God We Trust” on the us dolar?

but there other government like glorious PRC and USSR who use sort of cult of personality as legitmacy

Christian deism is similar to that but believe in moral Christian values taught by Christ.
