Are you sure that rocket wasn't an attempted act of self defense against an aggressive foreign power? I'm not too knowledgeable on that specific situation but a lot of terrorist accusations made up against them are perpetrated by people who have an irrational support for Israel and zionism
I'm not sure that targeting random civilians can ever really qualify as an act of self defense
