It's kinda depends of your definition of democracy.
But as intelligence and race. It most likely there are difference in the means based on race. But that does not imply a race is smarter. Just that subjects tends to be smarter statistically. Most likely there will be people smarter than you on every race you measure. So make thst kind of discrimination by race is absurd. Do it based on IQ if that is the case.

Even if white have 30 points more IQ on average. A yellow or brown van be smarter than 95% of whites. So discrimination based on race is flawed. You should discriminate by IQ if thst case.
