If you don't control for other factors then you can't properly show any correlation between race and crime rates. All you're showing is a well proven correlation between crime and poverty rates and a correlation between race and poverty rates which is caused by centuries of oppression and institutional racism.

When a neighborhood has no high value property it has no tax revenue to spend on schools and therefore bad education which means people have no route out of the poverty. Combine that with a shitty environment and lots of crime and violence plus a lack of stable family units and it can trap generation after generation in the cycle of poverty even long after the actual laws that caused it in the first place are gone

It was a government policy in the past which basically forced black people into poorer neighborhoods back when segregation and stuff was still a thing
