The issue with that is that there are cases in which a family member may be responsible for molesting the child and the punishment is so severe that the family may not want to out their member for fear of the repercussions.
So a stupidly severe punishment isn't going to help make matters better

Okay, well, how can I explain things to you in a way that a non-empathetic person would understand. People have relationships built over years and even if your relative does something wrong, you still have loyalty to them and it's very difficult to just flip a switch on a dime and turn them in, especially if they have never shown you that evil side of them
