You're confusing Rocket League with Jihad League

I already played a virtual version of Jihad League in GTA IV: used to spawn a car in the "Happiness Island" (where the Statue of Happiness is) and just drive around running over dozens of NPCs

GTA IV was realistic enough that police cars couldn't spawn there (it's an island) so you could just spend minutes and minutes and they wouldn't do shit about you
