If you can't win a war, try to soften the blow as much as you can with any deal you can strike.
If they want a lot of money... and you have a decent amount built up, try to que up like 500 mercs... then do the deal and basically go 'I only have this much' and they'll take it... and after the deal you can cancel the recruitment and get to keep all your ducets.
Otherwise...
If you want to /win/ the war...
You should try to trap big armies on smaller islands and try to use a fleet to block them off so they're trapped

Otherwise, the classical using a good general and have them attack you over a river and into a mountain works to.

Once you got your shit together and got Basileus, you should really hunker down and try to tech up a bit. Admin isn't all that important at the start, but Military ideas and points are exceedingly important!
