Pretty sure you can own grenade launchers in the US. You just need to be loaded and pay a ton since each individual grenade requires a tax stamp, and you of course need to follow any laws for detonating explosives.
Unless grenade launcher attachments to rifles follow different rules which would be dumb, but most gun laws are.

What's a flare gun and what's a grenade launcher?
This is Walther Leuchtpistole, a 1936-1944 flare gun the Germans used that in addition to various signal cartridges had a whole little collection of grenades it could fire, HE, HEAT, HE-AB (to be fired out of tanks or bunkers to cover your blind angles).
There are numerous grenade-style loads for shotguns, too.
