The East German Army had thousands of AKs, Century Arms and others went there, bought the complete firearms, hired a work force to take them apart, toss full auto parts in one bin and bag up the others to send to the US to make Semi-Auto Only firearms. It happened in Germany, Hunguary, Poland, and countless other former com-block countries and some NATO countries used it to ditch surplus firearms without them getting loose and into the hands of crooks
