I do think the solution is as easy as that, particularly in the cities. Don't give them currency for food. Give them food.

they are deoendent on us. cold turkey is not the solution to this dependency when 4 of the 5 needs are what the dependency meets

after that period is up, you're instead sent staples.

but thats the issue, they're dependent on us, and our current solution to it, is to give them more of the same, so they become MORE dependent

but in a big city, work is usually available. Especially right now.
