Viruses can activate at any time it wants

its incubation is 14 days

If a person is asymptomatic, it makes it much more difficult to spread the disease, because they will not be coughing/sneezing etc. you could share a cab with them and almost certainly be fine. It's also possible that the person could have in incubate within them for two weeks, but it's not likely. That seems to be rare cases, and it seems to usually present itself more.
