I don't know what causes people to believe that. Are they sheltered? Are they trying to find excuses for their own behaviors?

What's considered good and evil today may not be tomorrow

but within each person's own personal morality there is definitely room for good and evil, as there is in each society's collective morality

There was a long period of time when slavery wasn't seen as evil, just normal. This obviously isn't true today. The moral subjectivity of whether abortion is evil is one of the cruxes of the abortion debate
