These ideas are so primitive, wew. You know that even a moral government can never be a substitute for your parents, right? Your parents know you, they may even, at times, know you better than you know yourself. They have every reason to educate you, too, and to educate you with leniency, when that's required. They will never sacrifice you for the "greater good", whereas a "moral" government might do just that, punishing you for an imagined infriction so that others will learn not to actually commit the deed. The metaphor is lacking on several levels.
I'd also like to know where you find a "pure" and devoted government.

Your conception seems to be that some pure and moral government composed of people who visit sunday mass and never watch porn will magically spring into existence, and then educate everyone else to be as good and pure as they are.

If you don't need a government to instill morality in people, which is what you really presuppose, then why do you think that you badly need one later?
I am not talking about punishing literal faggotry and abortion (the latter of which is clearly homicide). People managed to keep that kind of immorality in check just fine in the past, without needing an intrusive government.
Without an authority to tell people “no this is bad” people will naturally gravitate towards “bad” things

In countries where those aren’t punished, the rate of crimes surge up
