**Step 1:** Win a Local Election, most likely a Position for County Commissioner.
**Step 2:** Create a Large Kitchen Cabinet or Camarilla of supporters who act as Voluntary and Unpaid Assistants, Clerks, Secretaries, and Bodyguards.
**Step 3:** Promise your Kitchen Cabinet that they can receive paychecks but that will only occur if your own personal paycheck increases.
**Step 4:** Propose a plan to utilize the Large support of your Kitchen Cabinet and their Desire for a Paycheck to reappropriate the Local Budget away from the Bureaucracy and from all Programs to instead increase the salary of your position.
**Step 5:** With the Bureaucracy laid off, and all their budget going to you, use that money to pay those in your Kitchen Cabinet, rewarding them for their support.
**Step 6:** Absolute power belongs to you.
