I'm not opposed to government, so much as I'm opposed to undue bureaucracy.
We've got the Red Cross, right? They're who you think of when you think of first responders to a disaster.

But when it comes down to it, in a situation like Hurricane Harvey, it was actually a community that came up and responded to the problems.
As someone who was involved in the information gathering backend of an impromptu rescue and supply distribution structure, There were several times in which the archaic bureaucracy of the Red Cross actually HINDERED operations

Like, we actually had some restaurants in the area that had power throughout the entire storm. Once the state of the area switched to getting people out to shelters, these restaurants were trying to bring hot meals to them as they waited for transport out of the area

The Red Cross refused to let these volunteers deliver the hot meals, regardless of their health permits, insisting that they could feed them cold sandwiches.
I doubt his view changed much in past year or so
