black's law is just a law dictionary that defines terms in a litiguous way... or sometthing... similar to an other law dictionary

but sovcits cite it as their independent interpretation, which if you are dealing with an officer of the LAW... then maybe they know... and hopefully they are good and honest, and will follow the oath they have sworn to.
