Within a family all members have responsibility for each other, even though some members are incompetent or unable or whatever
Members within families are not always able to be responsible for themselves. However people within the family unit adopt responsibility over each other willingly.

There is a key word here that you are not understanding. "Consent." This unit exists willingly.

You can not expand that ideal social structure without either including consent or losing the ideal factor.
if you take families as a whole, there is a significant potion that don't function. if you expand that to all of society, then you have that potion of society not functioning correctly
at which point, you basically have today's society
Well... for example, I didn't explicitly consent to being a part of my family, and my parents didn't really consent to having me be a part of it.
We simply participate in the family structure as an implicit act.

For example, I know a single mother who's son was violent and beat her. Under this system she was able to willingly sever her responsibility over her own son.
