If there is one thing I do think should be a requirement, it's needing to notify someone after you've personally sold a firearm yourself to someone else, possibly the ATF or something like that. We already are required to notify the DMV when we sell or transfer our vehicle to another person, so why not firearms?

Yeah. You can write all the firearms regulations and laws that you want, but if they're not actually being enforced then it means nothing. Florida proved this: it was a systematic failure on almost every level, and if even one party involved had done their job properly, the shooting would have been prevented or minimized.
