1) Make it so that the depressed or suicidal can seek council without repercussion in regards to firearm rights
2) Push societal changes to be both more open to seeking help for such things while also encouraging people to take more responsibility
3) [a second piece of #1] If a person is determined to be of significant risk and needs to have their weapons confiscated at least temporarily, make it easy and straightforward to get their property back

Honestly most people with severe mental illness should need a qualified doctor’s approval for firearm ownership. The problem is if you start a program like that are you just going to deter people from getting treatment
