we will have local direct democracy for civil issues and national direct democracy which allow for population vetoes on bigger issues. No different to how it is in switzerland (with their People's Initiatives, except with the referendums recorded on blockchain)!
the way this works is we have a Generalised Electorate, where everyone over the age of 18 is enrolled
and this electorate is split up into local regions
