No, it's not necessarily the fear of God, but the understanding of right and wrong, which comes from the authority of God.
If you understand right and wrong, society can govern itself without the need of the state.
In every successful society, the higher classes are usually less religious and prone to vice, but it balances out because they contribute the most. A poor person who is not intelligent won’t care about right or wrong, even if he knows the difference, because bad behavior will grant him more instant gratification.
That’s where the threat of being assfucked by demons in hell for all of eternity comes in.
Religion keeps people in line and gives them incentives not to degenerate society.

Also isnt Japan Shinto Buddhist and Cristian? How anyone can even begin they are atheists is beyond me. Their New Year traditons include going to a temple to pray then there is tanabata.
