Friendly reminder, the legal status of the Korean war is still a ceasefire. The US president or any other country in coalition of the Korean war ,like all other NATO countries, can bomb NK and the UN considers it a continuation of conflict.
As far as I'm aware wartime operational command of South Korean is still legally under the US as well, though in practice they'd probably tell us to fuck off.
