Well in the Army SW meant they had a buddy with them 24 /7 and couldnt be in a room alone. Bathroom meant leave the door open and they were confined to a room that was searched twice a day I think. Once by their leadership and once by the charge of quarters, this was at a minimum as team leader would always search and squad, platoon or company leadership could check too if they got bored. Granted when I had watch our barracks were IN the company foot print. It was easier to check on the soldier than get to their car so that place was secure as fuck.
Just another reason we need prison reform. Maybe make it a type of goverment service very like military service.
As a background I have some schooling on criminal justice. It's been intriguing me how that despite everyone wanting law enforcement they dont really work together and all do their own thing. This prompted some bigger rigging after 9/11 to make everything more efficient. While I think that actual law enforcement should probably remain seperate from each other once "in the system" in prison or jail there should really be no difference between the states at all.
So they might as well abolish the for profit and run everything under federal in a way like the national guard. While every corrections employee would be trained centrally it would ultimately be up to the states for funding.
A lot of jails and prisons seem to be just completely fucked depending on where they are because they are isolated and each need to learn how to deal with stuff on their own. Having it be like the national guard gives it a bigger pool of employees with better ability to adapt.
I also believe that the actual inmates should be part of this as well as privates to the corrections team leader and up roles.
Give inmates jobs and duties to set them up on the outside as one of the biggest factors to recidivism is lack of schooling and skills.
Have the guards as mentors to teach and raise them up. Though I also think we should play loose and fast with the death penalty. Any violent felony in prison should be up for review for death penalty. Any prisoner that receives 20 years should also be up for death sentence.
Let's face it 20 years is long enough that you might as well be dead. And if they have any trouble with you they shouldnt work to keep your ass.

So any Arizona police can arrest anyone anywhere
State run police should help more in places that are smaller. Maybe even have regional police where several states have reciprocal agreements
Dunno so much for state run police, as here they tend to be just the extended arm of the govt
