Drug addicts etc need rehabilitative punishment. Murderers and rapists, punitive. Some thieves etc fall in between, needing some of both. More trades need to be taught in prison. But fewer second chances.
We can give thieves the benefit of the doubt the first time, but once they have a marketable skill and continue to steal, there's little hope
