there was (idk about currently, as Japan has spent a lot of time attempting to fight it, but that doesn't mean it magically goes away) an epidemic of like forced groping and other forms of sexual harassment and sexual assault on public transports, among other things, but that also doesn't mean it is ridden with it, it could very well just be standing out in comparison to the lack of other crimes in Japan
