Well they would be making an assumption that such conclusion would be disappointing to me, and I dont think they know I exist...lol. I'm kidding about that, kind of.
It's a safe educated guess to say that they're choice of words is certain to be referring to investigation of either the government of Russia making efforts to disrupt our processes, atleast electoral ones, and/or the campaign of Donald Trump having participated in a conspiracy in respect to such efforts
I suspect the people at the top of the intelligence community know that russia's game was never to steal/blackmail the president, only to raise questions about their ability to do so
Their campaign was effectively orchestrated and russia acomplished what they set out to do.
It simply comes off as a huge distraction to me that makes me wonder, why the need to make it a focus?
Because this is something which cannot be ignored

How they feel about the outcome of the investigation does not matter. What matters is that the government has shown they are willing to police themselves no matter who is accused of a crime.
This will not always be the case, but it is a very public example which will remain in people's minds for decades after it is over.

The government is composed of multiple branches and departments , that are intended to check one another. It's been constructed to by any imaginable situation , to not have the privelage of investigating itaelf
If you think of the government as one person then yes that is correct
